H.E. Eng. Said Al Maawali: The portal reflects the government’s strategic direction in restructuring government services to be more efficient and flexible.
Muscat, Oman – Under the patronage of His Highness Sayyid Theyazin bin Haitham Al Said, Minister of Culture, Sports, and Youth, the Unified Government Services Portal (gov.om) was officially launched today as part of the “Together We Advance” Forum. The event, organized by the General Secretariat of the Council of Ministers, took place at the Oman Convention and Exhibition Centre and marked a significant milestone in the digital transformation of government services in the Sultanate.
The launch of the unified portal represents a strategic step toward enhancing government service delivery and improving the digital experience for users. By consolidating multiple services into a single digital gateway, the initiative aims to streamline access for citizens and residents, accelerate transaction processing, and simplify procedures across government entities.
A Strategic Direction for Digital Transformation
Commenting on the launch, H.E. Eng. Said bin Hamoud Al Maawali, Minister of Transport, Communications, and Information Technology and General Supervisor of the National Digital Government Transformation Program, emphasized that the initiative aligns with the government’s strategic vision to restructure service delivery, ensuring it becomes more efficient and flexible. He highlighted that the portal serves as a unified digital platform, eliminating the need for users to navigate multiple ministry websites and offering a seamless, integrated experience for accessing government services.
H.E. Al Maawali noted that one of the primary objectives of the portal is to redefine the interaction between the government and its beneficiaries through a single access point, reinforcing Oman’s global standing in digital services. He also stressed that the initiative directly supports Oman Vision 2040, with a focus on enhancing governance and institutional efficiency.
Collaborative Efforts and Institutional Integration
The implementation of the Unified Government Services Portal was the result of close collaboration among multiple government institutions, in addition to a strategic partnership with the Oman Investment Authority, represented by ITHCA Group.
This cooperation is aimed at achieving digital integration, simplifying processes, and improving user experiences.
The first phase of the portal includes ten key government entities, namely: Royal Oman Police, Ministry of Health, Ministry of Social Development, Ministry of Labour, Ministry of Housing and Urban Planning, Ministry of Higher Education, Research, and Innovation, Social Protection Fund, Supreme Judicial Council, Ministry of Agricultural, Fisheries Wealth, and Water Resources, Ministry of Transport, Communications, and Information Technology.
H.E. Al Maawali praised the collaborative efforts of these institutions and called on other government entities to join the digital ecosystem, further strengthening efficiency and accessibility in public services.
Enhancing Digital Government Services
H.E. Dr. Ali Al Shidhani, Undersecretary for Communications and Information Technology at the Ministry of Transport, Communications, and Information Technology, underscored the necessity of digital transformation in keeping pace with rapid technological advancements. He described the Unified Government Services Portal as a game-changer in service delivery, helping to simplify complex procedures, reduce the number of visits required for transactions, and enhance public trust in government performance.
He also highlighted that the portal acts as a comprehensive digital directory, providing structured access to government services based on clear classifications that cater to different user needs. The first phase of the project, scheduled for rollout this year, includes 91 integrated digital services from 10 government institutions, with services being introduced gradually according to a structured timeline. Efforts are also ongoing to enhance the portal’s digital infrastructure and optimize technical systems, ensuring a user-centric approach to digital services.
Global Standards and Future Outlook
Eng. Said bin Abdullah Al Mandhari, CEO of (ITHCA Group) expressed his pride in the company’s role in overseeing the development of the Unified Government Services Portal, launched by the Ministry of Transport, Communications, and Information Technology as part of the “Together We Advance” Forum.
He described the portal as a central hub for government services, designed to unify existing digital services under a single platform. The initial phase focuses on consolidating services currently available through various government portals, with future phases set to introduce integrated services that enhance efficiency and minimize redundancy.
Al Mandhari stressed that the design and implementation of the portal adhere to the highest global standards, ensuring a smooth and user-friendly digital experience. Furthermore, the portal incorporates digital accessibility standards, making it inclusive for all segments of society, including people with disabilities.
A Seamless and Integrated User Experience
Eng. Abdulaziz bin Abdulrahman Al Kharousi, Director General of Digital Transformation and Sector Enablement at the Ministry of Transport, Communications, and Information Technology, emphasized that the Unified Government Services Portal reflects the integration of government efforts to provide cohesive and interconnected services. He noted that the platform is designed to enhance user satisfaction by offering service rating functionalities, clear guidelines for completing transactions, a personalized dashboard for tracking applications and services, and a quick search feature for accessing detailed service information.
Data-Driven Decision Making and Technical Integration
The Unified Government Services Portal incorporates real-time predictive data to support informed decision-making. This capability enables strategic planning and continuous service improvement, ensuring that services evolve according to user needs. Additionally, the portal provides integrated digital tools that assist government entities in accelerating the development of high-priority digital services.
From a technical perspective, the portal was designed with scalability and interoperability in mind, ensuring it can integrate seamlessly with various government systems. It also guarantees high performance and responsiveness, supported by a robust digital infrastructure capable of handling large data volumes efficiently.
Community Engagement and Future Development
As part of its ongoing development, the Unified Government Services Portal will prioritize community participation in service selection, ensuring that public feedback is incorporated into service design and enhancements.
